ADVISORYGOVERNMENTS

For governments & public agencies

Food security you can put a shovel in.

Import dependence, climate volatility and rural unemployment are one problem with one answer: producing more, closer, with less. We help governments turn that answer into strategy, a working proof of concept, and commercially run farms — with jobs and skills that stay in the country.

Three stages — enter at any of them

STAGE 01

National & regional strategy

A climate-smart agriculture strategy grounded in agronomy and market reality, not policy abstraction.

  • Which crops and technologies fit which regions — climate, water, energy and soil mapped against market demand
  • Domestic-market fit: what your cities actually consume, import substitution priorities
  • Local content & job creation optimised alongside yield and cost outcomes
  • Policy & incentive development support for investable agriculture
STAGE 02

Proof of concept & capacity building

A working facility on your soil — modelled on our own Grootvlei centre, which went from ground-breaking to first harvest supplying national retailers within a season.

  • Full POC design, build and commissioning
  • Training academy embedded from day one — local workers to skilled agritechs
  • Offtake development with domestic retailers and buyers
  • Operating data that de-risks the commercial phase
STAGE 03

Commercial roll-out

Scaling from proof to production — with Drylands as anchor developer and operator, and structures that crowd in private and development capital.

  • Drylands as anchor developer, operator and co-investor
  • Public investment paired with DFI and private capital — structures we've raised ourselves
  • Long-term operation under management agreements, with full performance transparency
  • Each farm: 10–12 permanent skilled jobs per hectare, year-round

PARTNER ACCESS // 04 SYSTEMS

Your programme gets more than advice. It gets our operating layer.

All partners gain access to the same proprietary systems we use to select, design and run our own farms—from decision-grade climate simulation to real-time performance, fulfilment and workforce training.

Case — Grootvlei, South Africa

The team that got this model working in Africa.

High-tech greenhouse agriculture has been promised to Africa for a decade; our team is among the very few to have actually delivered it. Founders who have built and financed infrastructure businesses across the continent, and growers who have designed and operated over 100 hectares of high-tech production across EMEA and East Africa, took our Grootvlei centre — part of South Africa's Just Energy Transition, developed with Eskom, local government and the support of the Kingdom of the Netherlands — from ground-break to national retail shelves in a single season. That delivery capability is what a government programme actually buys.

The programme, end to end

A national programme, phased so each stage funds and justifies the next.

From first briefing to commercial farms is a multi-year undertaking. We structure it as discrete, decision-gated phases — your government commits one phase at a time, with a concrete deliverable at every gate.

  1. PHASE 01WEEK 0 · NO COST

    Inception

A working session with your ministry or agency: food security objectives, priority regions, fiscal envelope.

  2. PHASE 024–6 WEEKS

    Scoping mission

Our team in-country with yours: climate, water, energy, land and market data; stakeholder and funder mapping.

  3. PHASE 033–6 MONTHS

    National CSA strategy

Crop, technology and region masterplan; import-substitution priorities; policy & incentive framework; investment plan built for DFI participation.

  4. PHASE 0412–18 MONTHS

    Proof of concept

Design, build and commission a working facility; training academy from day one; offtake agreements with domestic retailers.

  5. PHASE 05YEAR 2 ONWARD

    Commercial roll-out

Drylands as anchor developer and operator; public investment structured to crowd in DFI and private capital, farm by farm.

FIG. 04 — EACH PHASE IS SEPARATELY CONTRACTED AND GATED. STRATEGY WORK STANDS ON ITS OWN; THE FULL PROGRAMME RUNS TWO YEARS OR MORE.

Why Drylands

Operators, not advisors-only

Every strategy we write is constrained by what we know works in the field — because we run the field. Our own capital and reputation sit behind our recommendations.

Jobs and skills that stay

Training and local capacity are designed in from the start, not added for the press release. Our Grootvlei cohort is the working model.

Capital follows us

Our own projects are financed alongside development finance institutions. We structure programmes the way funders need to see them — because we've sat on your side of that table.
